For 1D bar code, unless your Windows Mobile device has specialized hardware to scan bar codes (such as the Symbol's MC-series devices) , it will be difficult to get the built-in camera to recognize 1D bar codes, even on high end phones with a high resolution camera. This is because 1D bar code was not designed with error-correction capability, so a high resolution and clear picture is required for the image processing algorithm to successfully detect the bar code. A picture taken with a phone camera would not meet this requirement most of the time. You will most likely need a scanned image of the bar code for the image processing algorithm to work reliably.
You will be more likely to successfully scan 2D bar codes just by using the built-in camera. These bar codes are designed with error correction capability to recover missing data due to unclear spots on the image. However, 2D bar codes are not widely used yet.
